English Learners within the MTSS Framework

Students receiving English language services are supported across all three MTSS tiers.

English Learners

Tier 1

Each English Learner (EL) receives rigorous grade-level language instruction. Their classroom teachers focus on listening, speaking, reading, and writing skills. They also work with English for Speakers of Other Languages (ESOL) teachers to ensure each student's needs are being met. 

Tier 2

Some ELs may need extra support and time to learn grade-level standards.  Schools use data and assessments to develop a support plan to address areas for growth. Plans and supports do not replace language development or access to standards.

Tier 3

A small number of these students may have more significant reading, math, behavior, and wellness needs. Schools use data and assessments to develop a plan for support and intervention. Plans and supports do not replace language development or access to standards.

 

Multi-tiered Systems of Support (MTSS)

A multi-tiered system of support that uses students’ data to make decisions in order to provide high quality instruction and intervention.
