December 19, 2024 School Board Meeting Highlights
Meeting Opening
At 7:10 p.m., the School Board Regular Meeting was called to order followed by the Pledge of Allegiance, a moment of silence, and a performance of the National Anthem by the Carson Middle School Bella Voce under the direction of Christen Reddig.
The School Board approved a proclamation honoring Annandale Terrace Elementary School's 60th Anniversary.
Community Participation
The School Board heard from 7 members of the public during Community Participation.
Student Representative Matters
Student Representative Megan Sawant presented Student Representative Matters to the School Board.
Action Items
The School Board voted to approve the FY 2025 financial mid-year review and its associated revenue and expenditure adjustments.
The School Board adopted a comprehensive update to Policy 2418 - Secondary Grades, Assessment and Grading, and Reporting on Progress of Learning (formerly called Reporting Student Progress to Parents and Guardians). In a related action, the School Board approved the following follow-on motions:
- That the School Board direct the Superintendent to ensure that FCPS’ regulations and processes promote the consistent, seamless, and optimal use of learning management systems (LMS) and grade reporting technology by students, staff, and families to achieve the successful implementation of this grading policy. - That the School Board direct the Superintendent to present to the Board, along with the presentation of the report from the Secondary Grading Committee, options for ways that student work habits are to be reported separately as indicated in Section IV of Policy 2418. (Dr. Anderson/Sizemore Heizer)
- That the School Board direct the Superintendent to ensure that courses listed on student transcripts reflect the campus/location where the course was taken. (Lady/Frisch)
- That the School Board direct the Superintendent to update the FCPS School Profile (that is shared with all colleges) to include information regarding how students apply for On-Line Campus Courses and Academy Courses and how they are selected. (Lady/Meren)
- That the School Board retire two policies - Policy 2436, Pass-Fail Option; and Policy 3205, Homework on August 1, 2025 - since the content of these policies is now included in revised Policy 2418 (Lady/Dr. Anderson)
Strategic Plan Goal Report
School Board oversight and monitoring of the Strategic Plan is achieved through consideration of regularly scheduled goal reports to demonstrate the work accomplished and the results achieved. Each approved report provides a comprehensive review of one of the five Strategic Plan goals areas, with a secondary focus on essential updates in the other four goal areas. In addition, the reports outline major Strategic Plan activities for the coming year that are designed to address areas in need of improvement. Goal reports involve three components – a written draft report, a School Board work session to discuss the draft report, and a public presentation on the final report.
Superintendent Reid presented a report on Strategic Plan Goal 2: Safe, Supported, Included, and Empowered. The School Board approved the SY2024-25 Goal 2 Report.
Executive Limitation Performance and Policy Review
The School Board has implemented Executive Limitations (EL) - the operational guardrails for how the Superintendent shall operate the Division to achieve its goals. ELs are reviewed annually through monitoring reports, submitted by the Superintendent, to ensure compliance with these limitations.
At the December 5, 2024 Regular Meeting, the School Board found the Superintendent in non-compliance with Executive Limitation #4 (EL-4) Human Resources and requested a corrective action memorandum addressing several items. Superintendent Reid submitted a corrective action memo for School Board review on December 19, 2024. At tonight's meeting, Superintendent Reid presented a corrective action plan on EL-4: Human Resources. The School Board found the Superintendent in compliance with EL-4 and approved the monitoring report with the Corrective Action Plan.

Consent Agenda
The School Board approved the minutes of the November 14, 2024 meeting, additional Advisory Committee Appointments, the Monthly Employee Separation report, and several contracts.
Meeting Closing
Ms. Lady gave a Governance Committee report and Ms. St. John-Cunning gave a Public Engagement Committee report.
Finally, the School Board regular meeting concluded with Board Matters. The Regular Meeting adjourned at 11:15 p.m.
