Meeting Opening

At 7:05 p.m., the School Board Regular Meeting was called to order followed by the presentation of colors by the Chantilly Academy Air Force Junior ROTC Color Guard, the Pledge of Allegiance, a moment of silence, and a performance of the National Anthem by the Sherman ES 6th Grade Choir under the direction of Diana Nevills.

The School Board welcomed Portsmouth City School Board Chairman, Dr. Cardell C. Patillo, who serves as the President of the Virginia School Boards Association. Dr. Patillo addressed the School Board on the 25th and final stop of his VSBA President’s Roadshow.

The School Board approved proclamations honoring Veterans Day, School Counselors, Social Workers, Nurses, and Psychologists Month, Luther Jackson MS 70th Anniversary, and Patrick Bayne.

Community Participation

The School Board heard from no members of the public during Community Participation.

Student Representative Matters

Student Representative Megan Sawant presented Student Representative Matters to the School Board.

Action Items

The School Board voted to revise and extend the contract of Division Superintendent Michelle C. Reid to November 14, 2028.

The School Board authorized funding from the School Board Flexibility Reserve to complete the initial phases of a comprehensive Facility Condition Assessment of all FCPS-owned school buildings.

The School Board approved changes to the list of middle and high school course offerings for the 2025-2026 school year.

Executive Limitation Performance and Policy Review

The School Board has implemented Executive Limitations (EL) - the operational guardrails for how the Superintendent shall operate the Division to achieve its goals. ELs are reviewed annually through monitoring reports, submitted by the Superintendent, to ensure compliance with these limitations.

Superintendent Reid presented a monitoring report on Executive Limitation-10: Learning Environment and Relationships with Students. The School Board found the Superintendent in compliance with EL-10. In a related action, the School Board voted to maintain Executive Limitation 10: Learning Environment and Relationships with Students., as it is currently detailed in the Strategic Governance Manual.

Dr. Reid presented Superintendent Matters to the School Board.

Consent Agenda

The School Board approved an expansion of the charge for this year's Adult and Community Education Advisory Committee (ACEAC), additional Advisory Committee appointments, the Monthly Employee Separation Report, the Division Literacy Plan, issuance of School Bonds, and several contracts.

Meeting Closing

Finally, the School Board regular meeting concluded with a Committee Report from Audit Committee Chair Mr. McElveen. The Regular Meeting adjourned at 11:26 p.m.
