POSITION SUMMARY
Provides and oversees all internal auditing and internal control consulting services to include financial and performance auditing for the Division. Designs and oversees the implementation of an audit plan and directs independent and objective audits to help the Division manage strategic risks; improve or develop efficient and effective business processes; identify and communicate best practices; foster appropriate control levels for business, operating and financial risks; and ensure conformity with appropriate laws and regulations.
MAJOR DUTIES/ESSENTIAL FUNCTIONS
- Directs and manages the Division’s internal audit functions.
- Establishes, designs, and administers program and operational effectiveness and efficiency audits for the Division, including monitoring the accomplishments of Division objectives.
- Directs formal divisionwide risk assessments to focus audit resources on high risk areas.
- Supervises the appraisal of division activities in terms of efficiency, effectiveness, and compliance with applicable laws, regulations, procedures, and good management practices.
- Prepares an annual audit plan that identifies and prioritizes areas to be examined.
- Conducts compliance reviews of expenditures and the proper handling of funds.
- Oversees and leads investigations of financial wrongdoing conducted by the audit office.
- Establishes operating and administrative protocols and procedures for the audit office, and oversees the day-to-day operations of the audit office and performance of audit staff.
- Performs other related duties as required or assigned.
POSITION QUALIFICATIONS
PROFESSIONAL EXPERIENCE
Minimum Requirements
- Eight (8) years of direct relevant and progressively more responsible experience in auditing or related field, to include supervisory experience or the equivalent.
Preferred Requirements
- Ten (10) or more years in internal auditing within the public sector or an educational setting.
EDUCATION
Minimum Requirements
- Any combination of education and professional experience that is equivalent to a bachelor’s degree in finance, accounting, business, public administration or related field.
Preferred Requirements
- Master’s Degree, such as MBA, MPA or equivalent.
PROFESSIONAL CERTIFICATION AND/OR LICENSURE
- Certified Public Accountant, Certified Internal Auditor, Certified Information System Auditor, or the equivalent or similar certification.
KNOWLEDGE/SKILLS/ABILITIES
- Working knowledge of internal audit standards, procedures, techniques, and internal controls
- Knowledge of governmental accounting /auditing principles, methods, and practices
- Knowledge of various management techniques including data processing, general accounting, fund accounting, systems analysis, statistics, qualitative and quantitative analysis, risk management, and program policy analysis
- Ability to plan, organize, and supervise analyses and reports of financial, information system, and operational activities and to evaluate procedures, policies, and internal controls
- Ability to apply creative solutions to complex problems and develop new ideas and concepts
- Demonstrated leadership capability in planning, organizing, and directing the operations staff
- Ability to communicate effectively, both orally and in writing
- Ability to contribute to a client driven organization by establishing and maintaining collaborative, positive working relationships with others
