Consensus:
The Board reached consensus to schedule the topic for discussion at a future Board work session.

Consensus:
The Board reached consensus to schedule the topic for discussion at a future Board work session.
Topic:
1. Principal selection and diversity of staff. (Keys-Gamarra)
Consensus
The Board will continue to work with the Deputy Superintendent to develop proposals to address the concerns mentioned and report back at a future meeting.

2. To establish a process for issuing new diplomas and transcripts upon request that reflect the new names of high schools that have undergone name changes and/or the new names of students who have undergone legal name changes. (Frisch)
Consensus:
To direct the Superintendent to develop a plan for issuing updated diplomas and transcripts upon request that reflect new high school names and/or new legal student/alumni names.
Topic:
1. The development of an academy program at John R. Lewis HS (Keys-Gamarra)
Consensus:
The Board directs the Superintendent to explore developing an academy program for the newly named John R. Lewis High School that not only puts the name on the walls of the schools, but adopts the principles of his life in a curriculum that focuses on government, public policy, leadership and human rights and to begin work on this proposal in the summer of 2021.

1. Use of bond funds to repurpose Dunn Loring Administration Center as a new elementary school. (Frisch)
Consensus:
The Board reached consensus to use bond funds to repurpose Dunn Loring Administration Center as a new elementary school and the Governance Committee will address the issue of process moving forward.
Topic:
1. Governance Manual updates to clarify protocols for Board meetings and work. (Meren)
Consensus:
The Board reached consensus to place this topic on a Work Session in February or March 2021 to share the proposed changes to the Governance Manual, and identify particular discussions and content about work management that could be addressed in the revision process and Manual. Comments about specific proposed changes would be saved for the Work Session.
Topic:
1. Policy 4810.6, and its associated Regulation 4817.6, Religious Accommodation Policy. (Omeish)
Consensus: To direct the Governance Committee to review Policy 4810.6 and Regulation 4817.6, Religious Accommodation Policy and bring proposed revisions to the Board for consideration.
2. Provision of an unstructured break, outdoor break for middle school students. (Anderson/Pekarsky)
Consensus: To direct Superintendent and staff to explore establishing a policy and regulation on providing recess or some other form of unstructured time during the school day for middle school students and report back to the Board their findings at a work session.

1. Strategic Program Review (Sizemore-Heizer/Cohen/Tholen)
Consensus: The Board directed a strategic program review of the costs associated with each program including the facility, capacity relief, and transportation costs of program placement. The program review would examine the placement of programs in terms of their impact on facility capacity, equity of access, and the proximity to those students who access these programs. AP and IB curriculum would be included in this program review.
2. Developing a "School Trust Policy" that aligns with Fairfax County's recently adopted "Trust Policy" that prohibits voluntary cooperation by all Fairfax agencies with Immigration and Customs Enforcement (ICE) (Anderson/Frisch)
Consensus: The Board directs the Governance Committee to prioritize development on a “School Trust Policy” that aligns with Fairfax County’s recently adopted “Trust Policy.” To that end, the Committee should review existing policies, regulations, and service-provider agreements with a particular focus on data collection, data disclosure, and access to school property. Additionally, any weaknesses or areas with needed clarifications in the current School Resource Officer (SRO) Memorandum of Understanding (MOU) or other agreements should also be addressed.
Topic:
1. Reading Instruction and Elimination of Opportunity Gaps in Reading (Pekarsky/Frisch)
Consensus: Consensus was reached for the Board to schedule work session to review current FCPS reading instruction strategies, and professional development. Additionally, the Board will secure the participation of an independent expert in phonics-based reading instruction to offer testimony and answer questions from the Board during the Work Session.
2. School Board Internships (Meren)
Consensus: The Board agreed to bring together a task force to undertake this work to develop a proposal to bring back to Board for interns for individual School Board members.
