July 18, 2024 School Board Meeting Highlights
At 7:25 p.m., the National Anthem was performed by a West Springfield High School student, Ruby Carlon.
The School Board approved a proclamation honoring retiring Region 4 Assistant Superintendent Penny Gros.
The School Board heard from 13 members of the public during Community Participation.
Student Representative Megan Sawant presented Student Representative Matters to the School Board.
The School Board voted to approve comprehensive revisions to its Boundary Policy (Policy 8130). This completed a six-year comprehensive review of the policy and a wholistic update of the policy for the first time in nearly four decades. The revised policy does not propose specific boundary changes, nor were specific boundaries considered during the policy review. Instead, the updates create a framework for the division superintendent to follow when considering any potential future adjustments, which must prioritize robust community engagement throughout the process. In a related action, the School Board approved these follow-on motions after approval of the amended policy:
- That the School Board direct the Superintendent to adjust the boundaries/capacity at Glasgow Middle School during the implementation of the county-wide boundaries adjustment anticipated after the completion of the initial review of school boundaries to include a Regional community engagement in Region 2 and in the Justice HS pyramid. - That the School Board direct the Superintendent to, in addition to the community engagement outlined in Policy 8130, Section VI, which includes engagement before the cyclical review begins and after changes are ultimately recommended, establish an advisory committee consisting of community members to provide feedback throughout the review process. The School Board voted to certify the election results of the Instructional Bargaining Unit and the Operational Bargaining Unit. Further, the School Board recognized and certified the Fairfax Education Unions (FEU), as the exclusive bargaining agent for the Operational and Licensed Instructional bargaining units.
The School Board voted to direct the Governance Committee to consider revisions to Policy 2418, Reporting Student Progress to Parents and Guardians, and provide recommendations to the School Board for discussion no later than November 1, 2024.
In response to a follow-on motion, Dr. Reid presented an Addendum to the Goal 2 Baseline Report. The School Board approved the Addendum to Goal 2 Baseline Report as the Division's starting point for the work toward achieving the goals in our Strategic Plan 2023-30.
The School Board voted to continue the 2023-24 Community Advisory Committee membership structure, Advisory Committee Charges, and staff liaison appointment process to determine Community Advisory Committee membership and Staff Liaison appointments for the 2024-2025 Community Advisory Committee Term.
The School Board voted to give the Superintendent authority on behalf of the Board, after consultation with the Chair and Vice Chair, to sign on behalf of the Board, emergent contracts that need to be authorized during the summer recess.
The School Board also approved 2024-25 School Board Member Liaison and Committee Assignments, Community Advisory Committee Charges, Community Advisory Committee School Board Appointments, Community Advisory Committee Division and Community Appointments, the Monthly Report on Employee Separation, the Quarterly Appointments and Separations Report, and several contracts.
Finally, the School Board regular meeting concluded with a FY 2024 Year End Budget Review presentation by Superintendent Reid and Chief Financial Officer Leigh Burden.
The School Board will observe its annual Summer Recess from July 19, 2024 to August 19, 2024.
