Strategic Plan - Four Pillars
The Four Pillars are the building blocks for action and decision-making, and provide a durable frame for organizing and focusing our work.
Four Pillars
The Four Pillars identify what FCPS must do well to be able to reach our goals for all students. They serve as the foundation of our work and define the capabilities we need and must continuously improve to strengthen the effectiveness of instructional programs and Division-wide infrastructure. They are the building block for action and decision-making, and provide a durable frame for organizing and focusing our work.
Pillar A
Differentiated and Culturally Responsive Learning Environments
We design innovative learning experiences that meet the needs of each and every learner, and implement professional practices that engage, empower, include, and challenge the whole learner through varied opportunities.

Pillar C
Diverse, Adaptive, & Supported Workforce
We recruit and retain staff who reflect the diversity of students and families; provide meaningful continuous learning, exceptional compensation, and balanced workload; and create a safe and culturally responsive environment that values staff voice.
Support for New Teachers at FCPS: To retain our workforce and address critical needs, Novice Teacher Instructional Coaches support new teachers and teacher trainees. These Novice Teacher Instructional Coaches provide just-in-time, in-classroom support focusing on essential areas like planning, instruction, classroom management, data analysis, and differentiation.
Grow Your Own (GYO) Program: FCPS continues to think and act innovatively to ensure the students in our classrooms are led by qualified teachers, especially special education teachers. One such innovation is the Grow Your Own, or GYO program, which helps current FCPS employees become licensed Special Education Teachers.
Leadership Development and Support Opportunities: The Office of Professional Learning provides various leadership development programs and supports for instructional and operational FCPS employees. Through these programs, participants develop and refine essential leadership skills, gain confidence in their abilities, and build strong professional relationships and networks.
Pillar D
Culture of Equity, Excellence, & Accountability
We nurture processes and structures that are grounded in intentional partnerships, shared responsibility for equitable resource allocation, and data-driven continuous improvement and innovation.
